Urban Health Department

Urban Health department consist of three sections namely:

  • Public Health
  • Curative and
  • Health Promotion

There are 8 government health facilities under Gulu City Council. Out of which 04 are health center IIIs and 04 are Health centers IIs;

There are 03 hospital namely Gulu Regional Referral Hospital, Lacor, Independent and Military Hospital which points of referral in the City and the region.

Department Mandate

Supervision of health unit activities, formulating dialogue with health development partners, strategic planning, monitoring the implementation of set standards and quality assurance, resource mobilization, advising on preventive and curative diseases.

To provide the highest possible level of health services to all people through delivery of promotive, preventive, curative, palliative and rehabilitative health services at all levels.

Strategic Direction

National Urban policy classifies a city if an urban area satisfy among others; has a capacity for a functional and effective waste management system (GoU, 2017). The National Environment Act, Cap 153 mandates that all developments adhere to acceptable environmental standards, including solid waste management, and water and sanitation regulations. Rapid urbanization and business diversification within the central business district of the city has led to generation of considerable qualities of waste (including plastic, hazardous and biomedical waste). This has resulted into problems of health, sanitation and environmental degradation.

Gulu city strategically with the support from German corporation funded by KFW   under consultant (FICHTNER) has procured solid waste management equipment worth hundreds of thousand Euros to improve the living condition of the people in the city. This includes among others; The construction of landfill, Procurement of 4 skip loader Trucks, 1 wheel loader, 1 Bulldozer, 1 garbage compactor truck, 58 skips, 38 containers of 1000 liters bin, 117 containers of 250 liters bin, 117 containers of 120 liters bin, 100 pieces of trolleys and 48 wheelbarrows. 

Gulu City is experiencing the fastest growing population at the rate of 3%. This demographic growth plus rising urbanization puts a significant pressure on urban water supply. The water supply in Gulu city is further over stretched due to the influx of refugees to the surrounding slum areas. The current water demands in the city is estimated at approximately 6 to 7 million litres per day. Government through National Water and Sewerage Corporation (NWSC) and FICHTNER with funding from World Bank and German corporation KFW has started construction of a Gulu Water Supply and Sanitation project. The new project will draw water from River Nile at Karuma. All these puts Gulu city ahead of her neighbors in preparation for rising urbanization.
